As a vital part of China's manufacturing sector, the automotive industry has long been a focal topic for representatives during the National Two Sessions. This year, Zhou Shanhong, an NPC deputy, proposed several measures aimed at improving the recycling and utilization of power batteries used in new energy vehicles. His suggestions included accelerating the development of relevant laws, establishing a comprehensive management system, and promoting technological innovation to support commercialization.
Coincidentally, during the Guangdong Provincial People’s Congress sessions, Zhang Xian, a deputy and president of Shenzhen Zhaofang Investment Holdings Co., Ltd., also introduced a proposal calling for an integrated system for the recycling of both new and old energy vehicles. He recommended setting up a provincial coordination office to oversee battery recycling efforts and involve multiple departments such as development and reform, finance, transportation, environmental protection, and science and technology in the process.
From local sessions to the national level, representatives have consistently highlighted the importance of recycling power batteries. With the rapid growth of China’s new energy vehicle market, the number of electric cars on the road has surged. By 2017, sales reached 700,000 units, with over 1.6 million in total. While these vehicles promote green travel, they also bring challenges—especially regarding the lifecycle of their power batteries, which require multiple charge cycles before disposal. This creates a much higher demand for batteries than just the number of vehicles sold.
The issue of battery recycling has become urgent. In response, seven key ministries and commissions jointly issued the "Interim Measures for the Management of the Recovery and Utilization of Power Batteries for New Energy Vehicles" in 2018. The policy aims to encourage collaboration among manufacturers, recyclers, and other stakeholders to build efficient recovery channels. It also emphasizes standardizing the industry, protecting the environment, and ensuring safe and sustainable development of the new energy vehicle sector.
Despite these efforts, many challenges remain. Policies have often lacked enforcement mechanisms, leading to slow progress. According to Zhou Shanhong, the current system is still incomplete, with high costs and low profitability in recycling. To address this, the "Measures" clearly assign responsibility to automakers and related companies to ensure effective recycling and proper disposal.
With the average lifespan of a new energy vehicle battery being around five years, the first wave of electric cars from 2013 is now entering the retirement phase. Industry forecasts predict that by 2020, China will dispose of 120,000 to 200,000 tons of waste batteries, rising to 350,000 tons annually by 2025. Recycling not only protects the environment but also presents significant economic opportunities.
However, the complexity of battery composition makes improper disposal a serious threat to public health and the environment. The recycling chain involves numerous stages, requiring coordinated efforts from government, industry, and society. Automakers, who sit between battery producers and recyclers, face challenges in fulfilling their responsibilities without strong policy support and effective oversight.
With the implementation of the "Measures," the industry has gained renewed attention on battery recycling. It is hoped that this focus will translate into real action, ensuring a sustainable future for the new energy vehicle sector and a cleaner environment for all.
