**Design and Construction EPC (Second Bidding) Tender Notice**
**Tender Conditions**
The design and construction EPC tender for the standard factory building project in the Great Health Industrial Park of Zhangtan Economic Development Zone, Guizhou Province, has been officially approved by the Zhangtan County Development and Reform Bureau under approval number 172 [2017]. The project is being managed by Guizhou Yitan Lvyuan Standard Factory Management Co., Ltd. as the project owner. The funding for the project is entirely self-raised, with 100% of the investment sourced internally. The bidding entity is also Guizhou Yitan Lvyuan Standard Factory Management Co., Ltd. The project meets all the necessary conditions for bidding and is currently open for general contracting tenders.
**Project Overview and Scope of Tender**
**2.1 Project Site:**
The project is located in Area B of the Jingkai Economic Development Zone, Guizhou Province.
**2.2 Construction Scale:**
The total planned land area is 151,473.8 square meters, with a total construction area of 121,793.6 square meters. This includes a plant construction area of 100,489.7 square meters, living space of 11,760 square meters (which consists of 1,054.28 square meters for expert apartments and dormitories, and 1,217.2 square meters for the canteen and activity center), an auxiliary construction area of 173.9 square meters, and an underground construction area of 9,370 square meters. There are 375 parking spaces available. The building plot ratio is 1.0, building density is 23.6%, and the greening rate is 19.8%. Supporting works include earthworks, road construction, water supply and drainage systems, landscaping, traffic engineering, lighting projects, and electrical, gas, and telecommunications infrastructure.
The project duration is expected to be 395 days from the date of commencement as confirmed by the supervisory unit. The total investment for the project is approximately 350 million yuan.
**2.3 Scope of Bidding:**
The bid covers the complete design and construction of the project within the red line boundaries, including final acceptance, handover, defect rectification during the warranty period, and all related warranty work. Specific tasks include but are not limited to:
**2.3.1 Design Content:**
This includes, but is not limited to, construction drawing design (including budget checklists), construction process design control, design tracking, engineering design changes, on-site coordination services, post-purchase consultation, professional design coordination, and follow-up services such as auditing as-built drawings and addressing quality defects.
**2.3.2 Professional Design Scope:**
The scope of professional design includes, but is not limited to, master planning, architectural and structural design, water supply and drainage systems, electrical systems, HVAC, fire protection, civil defense, and other relevant disciplines. All designs must pass the required reviews by the competent government authorities.
**2.3.3 Construction Content:**
The construction content includes the same details as mentioned above, covering the plant area, living quarters, auxiliary buildings, underground structures, and parking facilities. It also includes all supporting works such as earthworks, road construction, water and sewage systems, landscaping, traffic management, lighting, and utility infrastructure.
**2.4 Bid Division:**
The entire design and construction EPC project is offered as a single bid.
**3. Qualification Requirements for Bidders**
**3.1** The bidder must possess Class A qualifications for housing construction project design, as well as general contracting qualifications for construction projects. They should have no prior project performance and demonstrate adequate capabilities in terms of personnel, equipment, and financial resources.
**3.2** The tender accepts bids from consortiums. If submitting a consortium bid, the following requirements must be met:
(1) Each member of the consortium must sign a consortium agreement in the format provided in the bidding documents, clearly defining the lead party and the rights and obligations of each member.
(2) The consortium must consist of units from the same profession, and the qualification level will be determined based on the lowest qualified member.
(3) No member of the consortium may submit a separate bid or participate in another consortium for this project.
