Store: Barcode can be used to receive subsidies According to a staff member of Suning Appliance, because the country has implemented an unprecedented strict review system for energy conservation and subsidy policies, in order to prevent fraud, each energy-saving appliance corresponds to a unique bar code. The code entry system can only receive the subsidy after it is approved.

“The key to subsidizing on-site receipts is bar codes. On-site delivery allows consumers to directly access bar codes, so they can directly receive energy-saving subsidies. However, in reality, many large-scale electrical appliances are not delivered to consumers on the spot, and stores are only responsible for sales. After the goods arrive at the door, the consumer can open the box to see the bar code. Therefore, when the goods are not received, the consumer cannot obtain the bar code, and therefore can not receive the subsidy,” said the staff member.

During the interview, many people in the industry also stated that for the store, if the consumers did not pick up the goods at the scene, the risk of the store directly redeeming the energy-saving subsidies would be relatively large. “First, the subsidy money is given to the consumers, once the bar code and relevant identification information are taken. Policy: Subsidy funds should be settled within 5 days It is understood that since June 2012, the three departments have launched the promotion of 7 types of home appliances such as high-efficiency energy-saving flat-panel TVs, air conditioners and refrigerators. The promotion period is tentatively scheduled for June 1, 2012 to May 31, 2013. In October last year, the three departments issued a notice requesting promotion companies to stick energy-saving products and their unique product codes to the outer box. When the goods are shipped, the relevant information can be directly collected by the merchants.

According to the latest notification requirements, the Ministry of Finance will pre-allocate the subsidy funds based on sales data for each ten days. At the same time, speed up the allocation and settlement of financial subsidies. The notice also requires all promotion companies to complete the settlement with the merchant after receiving the subsidy funds, and to ensure that the subsidy funds are settled in time to all distribution outlets.
