1. State Grid Xinyuan Holdings Co., Ltd. (hereinafter referred to as “Tendereeâ€) entrusts State Grid Xinyuan Construction Co., Ltd. (hereinafter referred to as “tendering agencyâ€) to invite qualified bidders who are interested in public bidding and post-qualification. (hereinafter referred to as “bidderâ€) submitted a sealed competitive bidding document for the lighting project of the Xilongchi Pumped Storage Power Station (2# Highway, 11# Highway) (Tender No.: SGXY-2009-105055).
The bidding scope is: procurement of lighting fixtures, lighting boxes, cables (wires) for the 2# highway and 11# highway in the lower reservoir area (from the junction of the 11# highway and the 2# highway to the junction of the owner's camp ramp and the 11# highway) And installation, burying of lighting pipelines (including trench construction), construction of lamppost foundation, etc.
Planned duration: 3 months.
2. The bidder shall meet the following qualification requirements:
1) The bidder must be a domestic legal person registered and abide by the relevant laws and regulations of the People's Republic of China;
2) The legal representative is two or more legal persons of the same individual, and only one parent company, wholly-owned subsidiary and its holding company may participate in the bidding;
3) Have an ISO9000 series or equivalent quality assurance system certification;
4) Have good bank credit and business reputation, are not being ordered to suspend business, property is taken over, frozen, and bankrupt;
5) The qualification level of the bidder: the third grade of water conservancy and hydropower, the third grade of thermal power construction or the construction enterprise of the third grade or above of highway engineering;
6) Construction experience: In the past five years, the earthwork and installation works similar to the scale and construction technology of the project have been successfully constructed;
7) Financial status: The company has a good financial position and has sufficient financial resources to invest in the implementation of this project;
8) Construction equipment: The construction equipment used in this project is in good condition, and the equipment capacity and model should meet the engineering requirements.
9) Main technical management personnel requirements:
The number of management and technical personnel to be implemented in this contract is sufficient and has extensive experience. The project manager who is the contractor must obtain the project manager or construction engineer qualification certificate of the second grade or above, have more than 5 years of civil construction experience, and have participated in at least two construction projects similar to the project, and have served at least one of the projects. The project manager; the technical person in charge must have more than 5 years of construction experience similar to this project, and have participated in at least two projects similar to this project, and at least served as the technical leader of one of the projects.
3. Time for purchase of bidding documents: from June 30, 2009 to July 7, 2009, every day from 9:00 to 11:30, from 13:00 to 16:00 (Beijing time), public holidays, holidays except.
