Government procurement promotes energy-saving lamp industry upgrade

Recently, the Ministry of Industry and Information Technology has issued nine national standards for upstream devices for semiconductor lighting, which will be officially implemented in January next year. For the national standards for semiconductor lighting, the National Semiconductor Industry Alliance is coordinating the China Electronics Technology Standardization Institute under the Ministry of Industry and Information Technology and the National Lighting Standardization Committee.

Zibo, director of the National Semiconductor Industry Alliance Office, told reporters that the industry alliance has introduced technical specifications for semiconductor lighting, including tunnel lights and street lights. However, industry insiders said that LED lighting will be subject to large-scale procurement in government projects in recent years, and it is necessary to introduce uniform national standards as soon as possible to regulate the market.

Upstream devices standardize 9 standards

The nine industry standards for semiconductor lighting introduced by the Ministry of Industry and Information Technology are mainly concentrated in the middle and upper reaches of the industry, including detailed specification of power blanks for semiconductor optoelectronic devices, semiconductor test methods, terminology, sapphire substrate for gallium nitride based, and semiconductor. , power semiconductor chip technical specifications, semiconductor chip test methods, semiconductor optoelectronic devices, small power blank detailed specifications, semiconductor product series spectrum. The formulation of these nine standards has played a major role in improving the standard system of semiconductor lighting chips, devices, modules, components, drive circuits and control circuits, and has played a certain role in regulating the market.

Zhao Ying, a senior engineer at the China Electronics Standardization Institute, said that the nine standards were independently formulated and made breakthroughs in some areas. For example, in the "phosphorus for semiconductors" standard, the use of external quantum efficiency instead of relative brightness as an evaluation index for evaluating luminous efficiency was first proposed, and a test method for external quantum efficiency was developed. This simplifies the powder selection work during the test, and solves the problem that the luminous efficiency test that has existed for a long time is difficult.

At present, LED is mainly used in the field of outdoor lighting, and is mainly concentrated in the field of high-power lighting. According to the reporter, the quality of high-power lighting directly affects the life of the product, testing the heat dissipation, and assessing the heat dissipation design, power consumption, energy efficiency, etc. These are the focus of the national standard for semiconductor lighting.

Call for the standard of the whole machine to be introduced as soon as possible

Industry experts said that although semiconductor standards already have national standards in the upstream field, it is more urgent to have the standard for lighting at the same time. Since the development of the LED lighting industry, no matter whether it is domestic or foreign, there is no strict standard for the quality certification of LED lighting products, and there is no authoritative certification. This has made many manufacturers and buyers discouraged.

Lu Jianbo, deputy secretary-general of the China Electronics Chamber of Commerce, told reporters that the state's support policies for the semiconductor lighting industry are being promoted intensively throughout the country. If the standard of the whole machine is not introduced, it will also create obstacles for local governments to purchase LED lights.

According to the reporter's understanding, the government procurement centers all over the country purchase the energy-saving lamps in accordance with the relevant standards and requirements set by the state, and require the suppliers to be the promotion enterprises of the national energy-saving products in 2009. For example, this year's Shenyang City Government Procurement Center's 230,000 energy-saving lamp procurement projects have adopted competitive negotiation procurement, and the evaluation method is the lowest evaluation price method. And mark the bidding products for the “Government Procurement Independent Innovation Product Catalogue” issued by the relevant national and provincial administrative departments, and give 10% price deduction for the bid price. For bid products that are included in the “Government Procurement List of Energy-Saving Products” and “Government Procurement List of Environmental Labeling Products” issued by the relevant national administrative departments, a 5% price deduction shall be given to the bid price. For the bidding products that belong to independent innovation products, energy-saving products or environmental labeling products, the bid price shall be subject to a 15% price deduction.

“There is no nationally qualified testing organization to certify LED products, which also makes it impossible for us to identify the quality of products according to national technical indicators.” The relevant person in charge of Zhejiang Purchasing Center said, “At present, the quality of purchased products varies from place to place, procurement People are only measured by whether they have energy-saving certification."

Higher cost is the bottleneck of development

The national “Ten Cities and Ten Thousand” semiconductor lighting application project has been blooming everywhere in 21 cities, which also promoted LEDs to be promoted on road lighting. According to the reporter, the entire campus of Tianjin Polytechnic University has installed nearly 5,000 semiconductor lighting lamps; The roads of nearly 50 roads and 200,000 meters long in Dalian High-tech Zone will all be illuminated by LED street lights. The street lights in the red line of Shekou Industrial Zone in Shenzhen will be replaced with energy-saving LED lights. Nanchang will promote LED street lights in 2011. 18,000 baht.

Why do you spare no effort to use semiconductor lighting products throughout the country? This is mainly because LED street lamps have inherent advantages in technology. It has no flicker, no ultraviolet rays, and is harmless to the human eye. More importantly, energy-saving lamps are 4/5 more energy efficient than incandescent lamps, and LEDs are more energy efficient. The lamp also needs to save 1/4 of energy, which is a breakthrough in LED energy-saving technology.

Yan Wenqi, director of the lighting department of Philips Lighting (China), told reporters that the design life of LED street lamps is about 10 years, which has great advantages over traditional street lamps in terms of failure rate and maintenance cost.


Yan Jun, deputy secretary-general of China National Semiconductor Lighting Engineering R&D and Industry Alliance, said that LED lighting applications can be applied to tunnels, subway cars, platforms, parking and gas station lighting, and indoor lighting in addition to street lights. LED lighting is expected in 2015. The penetration rate will reach 20% of the domestic lighting market.

However, despite this, the high cost of LED is the bottleneck of its development, and it is currently unable to be widely used in the civilian market. In addition, the main core technology of LED lighting and more than 90% of upstream resources are controlled by the three giants of General Electric, Philips and Osram.

"The overall level of the domestic LED lighting industry is low, and repeated investment in the development of the semiconductor industry in various places is also the bottleneck of LED development," Zibo said.

At the same time, Lu Jianbo believes that although China's LED industry started earlier, domestic lighting companies only stay in the packaging stage, and the state needs to support enterprises in the patented technology of lighting.
