In order to implement the "National Medium- and Long-Term Plan for Science and Technology Development", make full use of global science and technology and human resources, and comprehensively improve the quality of international scientific and technological cooperation. In December 2007, the Ministry of Science and Technology and the State Administration of Foreign Experts jointly issued a document to approve the establishment of 33 units. The National Center for International Joint Research, the Institute of Semiconductors of the Chinese Academy of Sciences has become the national joint research center for semiconductor lighting.
On June 27, 2008, the Ministry of Science and Technology and the State Administration of Foreign Experts Affairs held a ceremony and experience exchange meeting for national-level international joint research centers in Beijing. Deputy Minister of Science and Technology Shang Yong, Deputy Director of the Foreign Experts Bureau Lu Ming, Vice President of the Chinese Academy of Sciences Li Jiayang and other relevant ministries and commissions attended the meeting and awarded the license. At the meeting, Li Jinxi, director of the Institute of Semiconductors of the Chinese Academy of Sciences, also made a report on the exchange of experiences on "International Technology Cooperation with the Times, Pioneering and Innovating, and Developing High-Level Semiconductor Lighting" in the field of semiconductor technology international technology cooperation. Semiconductor lighting is a technology with international research significance. Since its establishment, the Semiconductor Lighting R&D Center of the Chinese Academy of Sciences has taken semiconductor lighting technology as an entry point, established a substantial high-level scientific and technological cooperation with international advanced research institutions, and actively explored foreign cooperation channels and innovations. The cooperation mode has made remarkable achievements in international scientific and technological cooperation and talent introduction. It has established international cooperation relations with the United States, Japan, South Korea and other countries, and has achieved substantial cooperation results, which has effectively promoted the development and application of semiconductor lighting in China. In order to better accomplish the strategic goals of new energy in the national medium- and long-term development plan, it will provide very favorable conditions.
