On October 17, the National Energy Administration and the State Council Poverty Alleviation Office jointly released the "Notice on the Release of the First Batch of Photovoltaic Poverty Alleviation Projects," marking a significant step in China's efforts to combine clean energy development with poverty reduction. The notice outlined a list of projects, with over 70 new energy companies participating. GCL New Energy emerged as the leader, securing a total capacity of 250 MW for its projects.
The first batch of photovoltaic poverty alleviation projects totaled 5.16 GW, including 2.18 GW for village-level and household power stations, and 2.98 GW for centralized ground-mounted power plants. Among these, GCL New Energy was involved in six large-scale ground projects, representing 8.4% of the total capacity for such projects. These include a 100 MW project in Luxi County, Shanxi; a 10 MW project in Tongyu County, Jilin; a 60 MW project in Shicheng County, Jiangxi; a 20 MW project in Weishan County, Anhui; a 20 MW project in Taihu County, Anhui; and a 40 MW project in Linyi City, Shandong.
Xu Yang, vice president of GCL New Energy, emphasized that the photovoltaic poverty alleviation initiative is a groundbreaking approach that integrates poverty reduction, ecological protection, and clean energy development. He described it as a sustainable model that prevents people from falling back into poverty due to technological advancements. “Photovoltaic power station projects are not just about energy—they are vital livelihood initiatives that deeply resonate with communities,†he said. GCL New Energy is committed to ensuring these projects are of the highest quality and serve the public effectively.
GCL New Energy, listed on the Hong Kong Stock Exchange, is a global leader in Solar power generation, focusing on development, construction, and operation. The company previously implemented China’s first government-PPP (Public-Private Partnership) project in Weinan County, Anhui. This pioneering project featured a comprehensive model combining households, villages, and ground-based power stations. It included a 100 MW ground power plant, 30 village-level poverty alleviation stations, and 5,000 household systems, providing an average annual income of 3,000 yuan per poor family.
As of June 2016, GCL New Energy had achieved a total installed capacity of 2,735 MW, placing it among the top three in the industry. In the first half of 2016 alone, the company added 1,095 MW of new capacity, accounting for 5% of the national PV growth during that period.
Photovoltaic poverty alleviation is one of the “Ten Precision Poverty Alleviation Projects†identified by the State Council Poverty Alleviation Office. By building solar power plants for poor households and villages, beneficiaries can enjoy free electricity and also sell surplus power to the grid. By 2020, China planned to implement photovoltaic poverty alleviation projects across 471 counties in 16 provinces, aiming to ensure that 2 million poor households, including those with disabled members, would see an annual increase of over 3,000 yuan per household.
