On October 10, 2017, the Chongqing Yubei District People’s Government, Qualcomm, and Zhongke Chuangda Software Co., Ltd. signed a memorandum of cooperation to establish the **Qualcomm Intelligent Networked Automotive Collaborative Innovation Lab**. This initiative aims to boost the development of China's intelligent connected vehicle industry by creating an open platform for innovation and collaboration. The lab will serve as the first project under the Chongqing Smart Vehicle Collaborative Innovation Institute, supporting technological advancement and fostering growth in the smart mobility sector.
The signing ceremony was attended by Wu Cunrong, a member of the Standing Committee of the Chongqing Municipal Committee and Executive Deputy Mayor, Meng Pu, Chairman of Qualcomm China, Zhao Hongfei, Chairman of Zhongke Chuangda, and Zengqiang, CEO of the company. Their presence underscored the importance of this partnership in shaping the future of intelligent transportation.
Chongqing, known as a major economic hub in the upper reaches of the Yangtze River, is home to large industrial clusters in electronics, automotive manufacturing, and equipment production. Yubei District, in particular, is the city's largest automobile manufacturing base and a key center for intelligent terminals. With support from the municipal government, Yubei District and Zhongke Chuangda are working together to build the Smart Vehicle Collaborative Innovation Research Institute, aiming to attract global leaders in intelligent connected vehicles to set up labs and conduct research. This effort will provide cutting-edge technology for next-generation intelligent vehicles, serving both China and the global market.
As a founding member, Qualcomm will establish the "Qualcomm Intelligent Networked Automotive Collaborative Innovation Lab" in Xiantao Data Valley, Chongqing. The lab will focus on researching and innovating in areas such as smart cockpits, operating systems, UI/UE design, and security. Zhongke Chuangda, a leading provider of intelligent terminal platform technology, will develop and deliver solutions based on Qualcomm’s platform, enhancing the institute’s R&D capabilities and driving broader industry participation.
In addition, Qualcomm also signed a memorandum with the Chongqing Economic Development Zone Management Committee and Zhongke Chuangda to create the **"Chongqing Economic Development Zone • Qualcomm Smart IoT Joint Innovation Center."** This center will consist of an innovation lab and a demonstration area, offering technical assessments, R&D guidance, and testing for qualified enterprises. It aims to accelerate the application of smart terminals and IoT technologies in Chongqing.
The establishment of these centers marks a significant step forward in Chongqing’s efforts to develop its IoT and smart hardware ecosystem. In 2016, Qualcomm and Zhongke Chuangda formed a joint venture, Chongqing Chuangtong Lianda Intelligent Technology Co., Ltd., which has since provided competitive IoT platforms to numerous Chinese manufacturers.
Wu Cunrong emphasized that Chongqing is committed to supporting Qualcomm and Zhongke Chuangda, aiming to jointly expand the market for AI and information services, achieving mutual benefits for both enterprises and local industries. He expressed hope that the projects would be launched soon, boosting Chongqing’s innovation capacity in IoT and automotive electronics.
