LTE international roaming may be the first step

At present, with the rise of various high-speed mobile data applications such as high-definition video conferencing, ultra-clear movies, etc., people are increasingly demanding bandwidth for mobile networks. The Ministry of Industry and Information Technology issued the "Opinions on the Implementation of Broadband Popularization and Speed-up Project" in early 2012, aiming to comprehensively promote the process of network broadbandization. As a mobile broadband solution, LTE has entered the commercial stage worldwide, and China is about to usher in large-scale commercial use. With the popularization of LTE in the world, the problem of LTE international roaming will inevitably be in front of telecom operators. For Chinese telecom operators, facing the current situation of high-speed development of LTE, they should take precautions and take the first step to fully prepare for LTE international roaming. So, how should LTE international roaming be achieved?

LTE global deployment accelerated

Data from GSA shows that since the Norwegian operator TeliaSonera deployed the first commercial LTE network in December 2009, as of August 2013, there were 456 LTE networks in the world, including 213 commercial networks; accompanied by With the introduction of LTE commercial services, the total number of LTE users worldwide has also reached 126 million. Among them, the countries that have deployed LTE networks include not only developed countries from Europe, America, Japan and South Korea, but also some countries from Asia, Africa, South America and other regions. As far as China is concerned, China Mobile started TD-LTE experimental network construction as early as 2011, and has completed TD-LTE network construction in 15 cities, with a total of more than 22,000 base stations; China Telecom and China Unicom have successively carried out In addition, the LTE centralized procurement has accelerated the construction of the LTE trial network.

International roaming challenges are emerging

With the rapid deployment of LTE networks around the world, more and more operators have already commercialized LTE. In this way, the international roaming scenario between different operators has changed: Because of the adoption of LTE technology, it is necessary to add international roaming for LTE based on the existing roaming methods.

From a global perspective, existing telecommunications operators have taken the lead in launching LTE international roaming work. For example, South Korea's SK Telecom and Globe Telecom, the Philippines' second largest mobile operator, launched the LTE automatic roaming service in the Philippines in April 2013, which laid the foundation for the international development of LTE. In China, China Mobile International recently signed a non-binding memorandum of understanding (MOU) for TD-LTE international roaming service with US operator Clearwire.

Say goodbye to old problems

LTE international roaming is actually a huge challenge and a rare opportunity for Chinese operators.

The so-called opportunity lies in the fact that Chinese telecom operators can change the disadvantages encountered in 2G and 3G international roaming in the LTE era.

Why do you say this way? Taking the Chinese operator China Telecom as an example, its current 2G and 3G international roaming mechanism is: when roaming to the GSM / UMTS network, CtoG (China Telecom users roaming abroad, using local GSM or WCDMA network service) technology to Implementation; when roaming to CDMA network, CtoC (China Telecom users roaming overseas, using local CDMA network service) technology to achieve. In terms of specific implementation methods, the roaming of CtoG is to deploy a GC roaming gateway to realize the interconnection of data and voice services, but users need to replace the SIM card that supports CtoG roaming (using the IMSI of the cooperative operator); the voice part of CtoC roaming is It is realized through direct connection or Syniverse forwarders, and the data roaming part is realized through the use of proprietary international forwarders. No matter from the perspective of billing share, user experience, or implementation cost and operating expenses, these roaming methods are unfavorable to Chinese operators.

These unfavorable aspects will be improved in the pure IP LTE network. In the initial stage of LTE, LTE data service roaming can be solved through cooperation with international GRX operators, while voice service roaming is still solved through the current CtoG and CtoC methods. In the mature stage of LTE, all data and voice service roaming can be achieved through IP bearer, that is, data roaming is achieved through cooperation with international GRX operators, and voice roaming is achieved through VoLTE. For operators, all they need to do is to interconnect with international GRX and sign a roaming agreement with foreign operators. Obviously, compared with the current 2G and 3G roaming strategies, the international roaming strategy in the LTE era is relatively simple to implement and the cost is relatively low.

Gradually build advantages

In addition to opportunities, LTE international roaming also has some problems that cannot be ignored.

First of all, it will be a long-term process to realize the popularization of LTE networks worldwide. This means that the initial stage of LTE international roaming can only be realized in a small area, and most regions will mainly rely on the original 2G and 3G roaming methods.

Secondly, the frequency bands of LTE networks are scattered. This is because almost all good frequency bands are already occupied, so there are many differences in the LTE frequency bands used by countries. This puts a demand on the terminal, that is to achieve LTE international roaming, the terminal needs to support multiple frequencies. For example, China Mobile has put forward the demand for LTE terminals with 5 modes and 14 frequency bands, but for terminal design, obviously there are no small challenges.

Finally, Chinese operators can take the first step to prepare for LTE international roaming. In the LTE networking, by setting up the International Bureau, IWF, iDRA, iDNS, iGW and other International Bureau network elements to achieve interconnection with GRX operators; at the business level, actively promote the development of LTE international roaming, strive for more Countries and regions signed LTE international roaming agreements. It is believed that with continuous efforts, the development of Chinese operators in the LTE era will certainly be able to achieve new breakthroughs.
