3. Bidder qualification requirements:
A qualified bidder must meet the following eligibility requirements:
It is in compliance with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China, namely:
(1) Ability to independently assume civil liability;
(2) Have a good business reputation and a sound financial accounting system;
(3) Have the equipment and professional technical skills necessary to perform the contract;
(4) Have a good record of paying taxes and social security funds in accordance with the law;
(5) In the three years prior to participating in government procurement activities, there were no major illegal records in business activities;
(6) Other conditions stipulated by laws and administrative regulations.
And have the ability to provide this tendering equipment and have the ability to install and debug.
